The City of Newburgh has a vision for the future of its waterfront and the Hudson River. Working with State and Federal agencies, the city will implement a Harbor Management Plan to revitalize the waterfront. The plan's goals include focusing on waterfront facilities and uses, promoting beneficial recreational uses, conserving and enhancing natural resources, and ensuring the effective city management of waterfront land uses. The Port of Newburgh's Harbor Management Plan is designed to promote beneficial use of the city's water and waterfront and to ensure that these resources are sustained for future generations.

The Riverfront Marina Newburgh offers 120 gated slips, including 20 transient slips that can handle vessels to 36.6 meters (120 feet), which are available during the season from mid-April to mid-October. At all slips, 50-am power service is available, and pump-out service is included with the rental. Bulk diesel fuel is available dockside, and the marina is two minute from gas and diesel fuel outlets. Boaters can get dockside boat repairs as well as service for propellers and canvas. Divers are available at this Port of Newburgh marina. The Riverfront Marina has modern restrooms with showers and bagged ice available dockside. The marina is near dining, shopping, and many historical sites.

The Port of Newburgh Yacht Club is one of the Hudson Valley's oldest boat clubs. Born in 1885 as the Newburgh Canoe and Boating Association, the Yacht Club opened formally in 1905 with the first flag-raising and boat regatta which continues each year. The Port of Newburgh Yacht Club is a member of the Hudson Valley Marina Association and welcomes members of any member facilities.

The City of Newburgh owns and operates the City of Newburgh Landing to moor excursion boats and other vessels. The Landing has berthing distance of 19.8 meters (65 feet) with alongside depth of three meters (ten feet).

The American Dock Corporation owns and operates its own dock in the Port of Newburgh to moor company-owned floating equipment. This Port of Newburgh dock has berthing distance of 243.8 meters (800 feet) with alongside depth of 4.3 meters (14 feet).

Coastal Oil New York Inc. owns and operates its own dock in the Port of Newburgh to receive petroleum products by barge. Pipelines connect the dock to eight steel storage tanks at the rear with total capacity for 476,190 barrels. The Coastal Oil New York Dock in the Port of Newburgh has berthing distance of 121.9 meters (400 feet) with alongside depth of 9.4 meters (31 feet).

Consolidated Iron and Metal Company Inc. owns and operates its own dock in the Port of Newburgh to ship scrap metal by barge. This Port of Newburgh dock has berthing distance of 39.6 meters (130 feet) with alongside depth of 3.0 meters (10 feet).

Mobil Oil Corporation owns and operates the New Windsor Dock in the Port of Newburgh to receive petroleum products by barge. Pipelines connect the dock to nine steel storage tanks with total capacity for 350,560 barrels. This Port of Newburgh dock has berthing distance of 70.1 meters (230 feet) with alongside depth of 8.2 meters (27 feet).

Parrott Dockbuilders Inc. owns and operates its own dock in the Port of Newburgh to moor company-owned floating equipment. The Parrott dock has berthing distance of 36.6 meters (120 feet) with alongside depth of 4.3 meters (14 feet).

Steel Style Inc. owns and operates Piers No. 1 and 2 in the Port of Newburgh to moor barges and shallow-draft vessels for repair. The piers are served by three surface rail tracks that support the shipyard and connect with the Consolidated Rail Corporation's network. At the rear of the piers is a marine repair and ship-building plant that builds and repairs inland and ocean-going barges, caissons, and floating dry docks. The piers are equipped with two 10-ton traveling bridge cranes, and there is an open storage area at the rear of the piers. The Port of Newburgh's Steel Style Piers 1 and 2 have berthing distance of 18.3 and 182.9 meters (60 and 600 feet) and alongside depths of 1.8 and 3.0 meters (six and ten feet).

Sun Company Inc., doing business as Sunoco, owns and operates a section of the Port of Newburgh's New Windsor Dock to receive petroleum products by barge. Pipelines connect the dock to ten steel storage tanks with total capacity for 179,230 barrels. The New Windsor Dock in the Port of Newburgh has berthing distance of 45.7 meters (150 feet) with alongside depth of 5.2 meters (17 feet).

Warex Terminals Corporation also owns and operates a section of the New Windsor Dock in the Port of Newburgh to receive petroleum products by barge. Pipelines connect the dock to ten steel storage tanks with total capacity for 275,000 barrels. This Port of Newburgh facility has berthing distance of 45.7 meters (150 feet) with alongside depth of 6.4 meters (21 feet).
