The State of Hawaii's Harbors Division is the port authority for Kalaeloa Barbers Point Harbor. Kalaeloa Barbers Point Harbor serves a niche market within the Hawaiian port community. Kalaeloa Barbers Point Harbor contains several specialized cargo-handling facilities that are not available in Honolulu Harbor.

The entrance to the main channel is 945 meters (3100 feet) long, 137 meters (450 feet) wide, and 12.8 meters (42 feet) deep. The main basin of Kalaeloa Barbers Point Harbor is 701 meters (2300 feet) long, 548 meters (1800 feet) side, and 11.6 meters (38 feet) deep. The Barge Basin, basically the original harbor that was built in 1961, is located near the entrance channel.

The State of Hawaii's Harbors Division owns the Kalaeloa Barbers Point Harbor Barge Wharf which is operated by Citizens Utilities Company doing business as The Gas Company. Hawaii Metal Recycling Company and Texaco Refining and Marketing Inc. also operate at the Barge Wharf. The Gas Company maintains a storage tank for 714-barrells of liquefied petroleum gas, and they have more storage at their refinery. There are also about 4.4 acres of paved open storage at the rear of the wharf. The Kalaeloa Barbers Point Harbor Barge Wharf has berthing space of 76 meters (250 feet) with alongside depth of 4.9 meters (16 feet) MLLW.

The Hawaii Harbors Division also owns the Kalaeloa Barbers Point Harbor Finger Pier which is jointly operated by the Harbors Division, Hawaiian Tug and Barge, and Marisco Limited. The Finger Pier in Kalaeloa Barbers Point Harbor is used to moor company-owned towboats and barges, to moor vessels for repair, and to moor the floating drydock. There is a marine repair plant is located at the rear of the Finger Pier.

The Harbors Division owns Kalaeloa Barbers Point Harbor Piers 5 and 6 to receive and ship petroleum products and conventional and containerized general cargo. It is also used to receive grains and dry bulk cargos and to ship cement. Vessels are also bunkered at Kalaeloa Barbers Point Harbor Piers 5 and 6. There are almost 35 acres of paved open storage at the rear of the piers.

Hawaiian Cement Corporation operates an 1800-ton silo at the rear of Kalaeloa Barbers Point Harbor Piers 5 and 6. Tesoro Petroleum Corporation has a pipeline connecting the piers to the refinery at the Barge Wharf. Texaco Refining and Marketing Inc. has 17 storage tanks with total capacity for 510 thousand barrels at the terminal in Campbell Industrial Park. Kalaeloa Barbers Point Harbor Piers 5 and 6 has berthing space of 488 meters (1600 feet) with alongside depth of 11 meters (36 feet) MLLW.

Chevron Products Company owns and operates the Hawaiian Refinery, Barbers Point Mooring, in Kalaeloa Barbers Point Harbor to receive fuel and crude oil and to bunker vessels that use the facility. At the rear of the wharf are eight crude oil storage tanks with capacity for a total of 1.9 million barrels and seven fuel oil storage tanks with total capacity for 420 thousand barrels. Pipelines connect the wharf to the Kahe Point and Waiau Power Plants. The Hawaiian Refinery Barbers Point Mooring has berthing space of 305 meters (1000 feet) with alongside depth of 21 meters (70 feet) MLLW.

Tesoro Petroleum Corporation owns and operates the Kalaeloa Barbers Point Mooring to receive and ship crude oil and petroleum products and to bunker vessels that use the facility. Located at the rear of the Mooring, Tesoro has seven storage tanks with total capacity for 2.5 million barrels of crude oil and 48 storage tanks with total capacity for almost 2.3 million barrels of petroleum products. The Kalaeloa Barbers Point Mooring has berthing space of 288 meters (945 feet).
